Seminar Russia and China Story of Failure and Story of Success

China and Russia seem to have a lot in common: both large continental empires, both with extensive experience of social experimentation in the Communist era, both currently non-democratic, both (supposedly) with a limited tradition of market economy. However, a quick glance at the economic indicators seems to show a striking divergence in the development of these countries: while China is universally seen as a success story, Russia stumbles from crisis to crisis. Even common features of the countries – like corruption – seem to produce very different outcomes in Russia and China. The narrative of ‘Chinese success’ and ‘Russian failure’ is very widespread – to some extent in Russia and China themselves. The seminar aims to critically discuss this narrative, looking at both its empirical validity and at possible explanations for the divergence of the development paths. We will discuss various approaches from various social science disciplines developed so far: differences in initial conditions, the design of center-periphery relations, the mode of economic transformation and the role of intermediary institutions, the pattern of elite reproduction and the role of cultural factors. We also will try to understand whether the differences between Russia and China should be perceived as lasting: should we expect Chinese growth to continue in the future? Is a ‘Russian revival’ possible? The language of the seminar is English, but some explanations in German can be offered to participants along the way, if necessary.
