Overall objective of the course is to enable participants with a different professional background to consider adequately the economic dimensions of their field of responsibility. Moreover, the participants will be prepared to participate constructively in economic planning processes. The course introduces participants to concepts of economic development and promotion. It emphasises a regional approach to ensure that programmes for local economic promotion are designed with consideration of the wider spatial context of market and service systems, resources regimes and that take comparative advantages, economics of scale etc. into account. It acknowledges the crucial role of regions to coordinate and link national programs with local initiatives. At the same time, it stresses the importance of local economic promotion within the regional approach. The programme consists of three modules: analysis, strategies and implementation. This sequence reflects a shift from a regional to local perspective as well as from spatial to sector orientation. The combination of lectures, examples and short exercises enables participants to apply selected analytical tools, discuss economic development strategies and economic promotion measures. The first module introduces some basic economic terms and concepts that particularly address course participants with no or limited economic background. It provides an overview of determinants for attracting and retaining economic development and instruments to analyse economic potentials and constraints at the regional level. Course participants learn to assess the comparative advantage and context of utilization of different analytical tools and methods, such as the analysis of regional economic structures and trends, potentiality and problem/constraint analyses. The second module summarises some major trends, which over the last decade affected economic development of regions in general, and local entrepreneurs in particular. These are, for example, deregulation of markets, reduced service systems, a shift from support philosophy towards service systems philosophy. It contrasts these shifts with an assessment of the economic reality of regions, which is characterized by a persisting rural mass poverty with limited opportunities, inappropriate assets and capabilities, institutional deficiencies and limited access to service systems and political resources. During this module participants are enabled to draft contextspecific economic development strategies through making use of strategy components based on international knowledge. In specially designed planning exercises the dynamics of the local conditions and the livelihood context within the wider economic environment are considered. The third course module introduces a range of promotion instruments that may form part of the implementation of economic development strategies. Examples are local economic promotion and support services, business development services, strengthening of management capacity and entrepreneurial competence, microfinance and development and linking of local organisations. Raumplanung Pflichtbereich: Die Prüfungsleistung zu der Veranstaltung kann in Kombination mit einer weiteren Pflichtveranstaltung der Vertiefungsrichtung Planning in Developing Countries im Rahmen einer mündlichen Prüfung (benotete Teilleistung) abgelegt werden. Alternativ kann eine Studienarbeit (benotete Teilleistung) über diese Veranstaltung erarbeitet werden. Die mündliche Prüfung umfasst dann die beiden verbleibenden Pflichtveranstaltungen der Vertiefungsrichtung. Umfang und Inhalt der Studienarbeit werden zu Beginn der Veranstaltung durch die Lehrenden festgelegt. Wahlpflichtbereich: Die Veranstaltung wird über eine unbenotete Teilleistung (Studienarbeit) abgeschlossen.
