Financial resources are not obtained automatically. Usually they have to be mobilised and properly managed to make them available for development finance.
Within this context, the main important aspects of finance for development hat would be covered include:
• The determination of the financial capacity of the regional/district government as basis for realistic planning. In order to forestall the tendency of beautiful plans being incapacitated by lack of investment capital, or funds to cover the running expenses afterwards.
• Training in co-ordinating revenue plans and short/medium/long term public investment programmes.
• The estimation of the financial capacity and requirements of a local development unit.
• Relating scarce means to unlimited needs through priority setting and choosing between alternative projects.
• Handling of unexpected problems arising during project finance and identifying appropriate approaches to cover financial gaps.
• The contents of the course are flexible to accommodate other related subjects from students.
The discussion method is the main vehicle for delivering the subject matter with the aim to promoting high level of student participation and exchange of ideas. To facilitate group discussions, students will be provided with handouts describing the tasks to be accomplished. Additionally, simple case studies, short exercises and gaming simulations will be used to help students to assimilate and train the application of the relevant methods.
