The course addresses the relevance of land tenure and land rights in the context of development. Land reform and private property are contested issues. What can we learn from the global discourse on land policy? Also, land use planners manage exclusion and inclusion by defining spaces for diverse uses. This spatiality is embedded in private and common property. Property is one of society’s most important tool for the distribution of benefits and burdens (other instruments are the market or government).
The course confronts the virtues and vices of private property with the perspective of land use planning. Planners need landowners to make plans work: No plan can be implemented without the support from all affected owners. However, smart planners also demand that landowners share some of the benefits produced by land use planning. The course also considers common pool resources and common property as an important instrument of inclusion. In developing countries, however, spatial commons are often prone to overuse and congestion (the -tragedy of the commons”).
