Although the idea that people learn during their entire life and in many places and multiple ways, noy just in school, is much older, LLL as a serious reform project for the organization of education and learning has been developed and propagated by international organizations over the last three decades. Especially the UNESCO and the OECD have been at the origin of this discussion (the conceptual work of the Council of Europe and, much later, the European Community has been less influential than that of the former two bodies).The concept has different meanings and one can, in fact, distinguish several main models or ideal types, ranging from a socoial justice model (‘LLL for all”) to a human capital model where LLL is reduced to a role of continuing training for adapting the skills of the workforce to changing working conditions and new technologies. While the former interpretation was dominant in the 1970s, the latter has more recently become the prevailing model. LLL is therefore considered often as the ‘transmission belt’ or prerquisite of the ‘knowledge-based’ or ‘learning’ economy.The objective of the seminar is to clarify the different concepts or models, understand the process by which they have been developed by the international organizations, and analyze their implications for member countries’ national governments. At the end of the seminar, an excursion will be offered to discuss the work of UNESCO and OECD with staff members of these organizations.
