Rapid population growth is frequently considered a major cause of underdevelopment. It is the driving force behind the increasing demand for social infrastructure in the developing world, while in the Northern hemisphere stagnating or even shrinking populations are posing a new challenge to infrastructure provision. The one year course combines a review of population policy, an introduction to demographic analysis and exercises in population projections in the winter semester with a discussion of principles, strategies and techniques of social infrastructure planning in the summer semester. In demographic analysis, the students will learn how to apply basic demographic terms and definitions, to work with the standard demographic data base at the regional, district and municipal levels and to comprehend the interrelationships between economic development, social change and demographic growth. Population projection techniques are a necessary tool to provide the basic input for most planning activities. They will be introduced with reference to the limited resources which are available to a planner at the sub-national level. The application of an easy-to-use computer model will be supplemented by appropriate methods for quick-and-dirty projections. The students will be encouraged to apply their knowledge in a case study of a region, district or municipality of their choice. Social infrastructure planning in developing economies is confronted with a growing gap between demand and supply. The relevant lectures will, therefore, concentrate on concepts and strategies to improve the provision of social infrastructure under the constraints of severely limited resources. With reference to the North, the challenge of adapting the existing infrastructure to a changing and shrinking demand will be also considered. To apply their knowledge, the students will be asked to develop a realistic approach for the provision of adequate infrastructure services in their case study areas. This course is open to advanced level diploma students of Raumplanung 5th semester, subject: -MVI - Methoden, Verfahren und Instrumente der Raumplanung – Methoden der Flächenstandortplanung”. In consultation with the German/European students topics like the challenges of an aging society in Europe could be dealt with towards the end of the second semester. Master Raumplanung (2008) M.Sc.
